2024 Evictions in Dallas County: Understanding Filings, Outcomes, and Displacement
Since 2020, CPAL has reported eviction filing data for Dallas County in briefs and presentations and through the North Texas Eviction Project.
For the first time, we are also able to report on the lifecycle of eviction cases in Dallas County, from the initial eviction filing to judgment to execution of the writ of possession. Better understanding the lifecycle of eviction proceedings is important as we seek opportunities to help tenants remain stably housed. Ensuring tenants physically receive their citation and know to appear in court, for example, is a necessary first step in hearing the complete facts of the case: if a tenant does not know an eviction has been filed against them, then they will not have an opportunity to share their side of the story and will lose their case by default.
Exploring the lifecycle of eviction cases by Justice of the Peace court also illustrates the uneven experience of tenants in eviction proceedings across Dallas County. How tenants are notified of the eviction filing, how quickly their case moves, and how often tenants prevail all vary widely, depending on the assigned court.

Equity in Bond Planning
This report highlights DISD's efforts to make place-based investments in historically redlined communities with bond funding.
- The bond designated $41 million to create community hubs providing wraparound services in four feeder patterns: Spruce in Pleasant Grove, Lincoln in South Dallas, West Dallas’ Pinkston, and Oak Cliff’s Roosevelt.
- Community Resource Index data across 40 indicators and 5 domains underscore what we know to be true: that these communities have experienced disinvestment as a result of intentional policy-making.

The Trust Her Clinic Finder tool helps Dallas residents find and access free/affordable birth control options.
- Today, 1.8 million Texas women of childbearing age cannot afford birth control.
- It can take a Texas woman 7 months or more to obtain her contraceptive of choice and we want to change that.
Housing Stability for School Success Toolkit
This framework has been piloted with DISD since 2021-22 on two elementary campuses working with district administrators.
- This toolkit was designed to equip school district staff to implement family-centered interventions for families that may be at risk of or currently experiencing a housing-related issue.
- The toolkit includes open-source resources (e.g., family enrollment postcards) and data tools that can be adapted by local school districts and nonprofit organizations working with housing insecure families.
